Schools listed by the Ministry

The reference package contains 2,119 schools across 125 mapped districts and cities: 1,142 primary and 977 secondary schools.

• Ministry of Education and Sports — List of Government Primary Schools 2016. Ten schools per published district where available, selected reproducibly.
• Ministry of Education and Sports — SEC BY SCHOOL. The attached PDF matches this official publication byte for byte. The Ministry’s enrolment page dates it 7 January 2020; it includes primary and secondary schools.
• Ministry of Education and Sports — Government Secondary Schools. All unambiguous entries with usable references. The publication does not state a census year.

The two school directories are linked from the Ministry’s schools and institutions page, dated 15 August 2019. Retrieved on 4 September 2026. Names, historical EMIS references, school level, government ownership and published administrative labels are retained. Personal contact columns are excluded.

The January 2020 publication supplements 1,537 profiles with dated enrolment details, including O-level counts for 760 schools and A-level counts for 587. These are historical UPE / USE-UPOLET figures, matched by unique MIS reference and school name. The census date is not stated. Missing values stay blank and reported zeros are retained; these figures do not populate current aggregate enrolment.

This is a historical sample, not the current national registry or a verified list of schools participating in the Ministry, UNICEF and Airtel partnership. Duplicate or ambiguous references were excluded. Administrative names were matched to the portal’s Uganda reference catalogue; unmatched lower-level areas require confirmation. A mapped district does not establish a school’s current boundaries or operating status.

District and city references from UBOS

The names, codes and subregion membership of all 146 districts and cities and 17 subregions were checked against the Uganda Bureau of Statistics (UBOS) National Population and Housing Census 2024 data portal on 4 September 2026. This attribution covers administrative names and codes; it does not certify current boundaries or school locations.

County, subcounty and parish options are a local reference snapshot awaiting separate verification. Village names are entered manually. Confirm the selected administrative area when completing a school profile.

Start with what is known

1. Sign in with a role that can edit schools and open a school marked Public reference.
2. Choose Complete profile. Confirm administrative areas and set coordinates manually or with the location picker.
3. Use the enrolment step for primary, O-level and A-level figures, with a date and source. Add the power, facilities and professional contacts you can substantiate. Missing quantities remain blank; zero is only a confirmed zero.
4. Save the draft, then submit it for independent review. Saving a draft does not activate or verify the school.

The published lists contain no coordinates or current connectivity measurements. Imported schools remain unmapped until coordinates are added, and connectivity remains unknown until service information is recorded. Re-running the reference seed does not overwrite completed profiles.

Keep scenarios separate from evidence

Existing fictional schools and simulated service observations remain available for demonstrating workflows. Their source labels identify them. The import adds no fabricated connections, enrolment figures, equipment counts, users or learner records to real school profiles.

Demo programme links organize the workspace only; they do not assert official eligibility, funding or institutional endorsement. Treat all changes made while exploring as demonstration work.
